The goal and tasks of Eesti Pandipakend   print

The aim of the EPP is to organise the nation-wide collection and recovery of packaging and packaging waste. The fields of activities, goals and operational principles of the EPP are specified and provided for in the Articles of Foundation of the EPP which was confirmed on 31.01.2005.

The Articles of Foundation stipulate the following:

2.1. The EPP organises the collection, reuse and recovery of beverage packages and packaging waste subject to deposit. For that purpose the EPP creates and operates a transparent and effective nation-wide system of collection and recovery of glass, plastic and metal non-refillable packaging (packaging waste) subject to deposit (deposit packaging) of soft drinks, beer,cider, perry and low-ethanol alcoholic beverages.

2.2. The EPP organises the recovery of collected packaging and packaging waste.

2.3. The EPP represents packaging companies which produce returnable glass and plastic packaging of soft drinks, beer, cider, perry and low-ethanol alcoholic beverages (refillable packaging) subject to deposit and protects their interests in relations with public authorities (reporting requirement) and third parties, including, but not only, in negotiation with Estonian retailers concerning handling fees or any other issue.

2.4. The EPP organises and co-ordinates communication and promotion programmes for informing end users and consumers about the opportunities and the procedure for returning refillable packaging. The EPP also co-ordinates the use of markings on deposit packaging and refillable packaging and the communication related to it.

2.5. The goals provided for in international agreements and Estonian legislation related to recovery and/or recycling are complied with when creating the system of deposits. As an accredited recovery organisation the EPP follows all international treaties and legislation valid in Estonia (including Treaties and legislation of the European Union), fulfils commitments and requirements proceeding from the relevant legislation and/or from the accreditation, and follows all environmental requirements included in the above-mentioned treaties and legislation.

2.6. The EPP shall enable the access of all packaging companies producing packages handled by it to all its services on an equal and non-discriminative basis.

2.7. The principle that the service fees must remain as low as possible is followed in the management and operation of the EPP. All service fees (including, but not only, administration fees and registration fees) shall be based on actual expenditure. Each type of packaging handled by the EPP must cover the costs related to its handling. Transparency shall be retained when calculating the service fees on the basis of the principle that all clients are treated fairly and in a non-discriminative manner. No type of deposit package can be preferred to any other. The service fee determined on the basis of a deposit package unit (including, but not only, handling, administration and registration fees) is the same for each client irrespective of the amount of deposit packages.

2.8. The EPP shall be managed, and its operation shall be organised, in the manner that the EPP, as an accredited recovery organisation of deposit packages, complies with the requirements provided for in the Packaging Act.

2.9. The EPP shall organise the reporting system of the packaging companies which have joined it, according to the Packaging Act. The EPP shall process, communicate and publish market and competition sensitive information which it has received during its operation only in a manner and extent that ensures that it does not cause any restriction, hindering and/or distortion of the market, neither inflicts damage to persons whom such information concerns.

2.10. The EPP shall be managed and its operation shall be always organised in the most rational and cost-effective manner and in compliance with all the above-mentioned principles. The operation and the system of management of the EPP are continuously rationalised.
